At HEAR's core is its general network membership.

Made up of members, HEAR has a Steering Group who meet quarterly and help direct the work by providing intelligence and identifying important current issues and priorities.

The formal governance of the charity is led by a board of trustees and a small number of formal charity members. Its operations are carried out by a small staff team.

The work team and trustees of HEAR are supported by an active Steering Group consisting of HEAR members.
